California’s AB 2851 is set to reshape how metal shredding facilities monitor air quality at their fencelines. What’s important to know?  

AB 2851 became law in 2024 and handed implementation to regional air districts, meaning requirements will vary by location and several are still being written or updated. The compliance clock is already running: rules must be developed by January 1, 2027 and implemented by July 1, 2027. Facilities that understand the technical and cost implications now, and consider pilot studies ahead of adoption, will be far better positioned than those that wait for final rules.
