The Challenge
Following the passage of Measure C in 2020, the Marin Wildfire Prevention Authority (MWPA) was established to fund and oversee proactive wildfire prevention and preparedness efforts across Marin County. The newly formed Joint Powers Authority required comprehensive environmental planning and compliance support to advance a large portfolio of vegetation management and wildfire mitigation projects while navigating complex regulatory, agency, tribal, and community coordination requirements.
Our Solution
Spheros Environmental (formerly Panorama Environmental) provided on-call environmental services to support MWPA’s wildfire prevention programs and implementation efforts. Our team delivers CEQA compliance documentation, biological and cultural resource evaluations, permit application preparation, and project-specific analyses. We also support environmental review under the Vegetation Treatment Program EIR and on federal lands, conduct agency and tribal outreach, and maintain a comprehensive program manual documenting environmental compliance processes. To date, dozens of projects have required environmental review and coordination with local, state, and federal agencies.

Results +What makes this unique
This program supports the implementation of one of California’s most comprehensive local wildfire prevention initiatives, with approximately 60 percent of MWPA’s annual funding dedicated to vegetation management and related wildfire mitigation efforts. A unique aspect of the assignment is the breadth of coordination required across multiple jurisdictions, land managers, regulatory agencies, tribal communities, and stakeholders to deliver streamlined environmental compliance for a large and evolving project portfolio.
