The Challenge

Lone Rock Retreat is located on a 3,000-acre property along Colorado’s Rocky Mountain Front Range in Park County. The property includes six on-site reservoirs, one off-site reservoir, expansive meadows, pine and aspen stands, and an important elk migration corridor. More than 500 acres are managed as a conservation easement with restricted use and passive recreation.

Beginning with a potential purchase of the property, the project required careful evaluation of existing water rights and development of a reliable water supply capable of supporting the retreat center. As plans advanced, ongoing water rights, permitting, measurement, reporting, and reservoir operations also required coordinated technical support.

Our Solution

Spheros Environmental began supporting the project in 2008 with a water rights diligence review associated with the potential acquisition of Lone Rock Ranch. The engagement expanded into a comprehensive program of water resource development and ongoing water management services.

The team supported development of the water supply needed for the retreat center and provided technical litigation support related to water rights development. Spheros also provided technical support and testimony for an Application for a Special Development Project Permit under Park County 1041 Water Regulations.

To support long-term operations, the team developed and implemented a water management plan addressing state-required water measurement, reporting, accounting for water use, and reservoir operations. Spheros continues to develop and implement recommendations to support effective water management across the property.

Results +What makes this unique

Spheros’ long-term involvement has provided continuity from initial water rights due diligence through water supply development, regulatory permitting, and ongoing water management for the 3,000-acre property.

The project brings together water rights expertise, water supply planning, technical litigation support, regulatory testimony, reservoir operations, and ongoing water accounting within a property that also contains significant open space and conservation resources. This integrated approach helps Lone Rock Retreat manage its water resources responsibly while supporting the property’s long-term operations and development needs.
