The Challenge

The Libra Solar Project is a large-scale renewable energy development consisting of a 700-megawatt solar photovoltaic facility, battery energy storage system (BESS), and a 25-mile-long 345-kilovolt generation tie line crossing Bureau of Land Management (BLM), State, and private lands. The project required extensive environmental review, technical analysis, agency coordination, and stakeholder engagement to support federal permitting and approval within an accelerated schedule.

Our Solution

Spheros Environmental (formerly Panorama Environmental) provided comprehensive environmental planning, permitting, and project development support for Arevia Power and SoftBank. Our team oversaw civil design efforts to develop the Project Plan of Development and evaluate project alternatives, led the preparation of 20 technical resource studies, prepared the Environmental Impact Statement (EIS), and managed stakeholder outreach throughout the federal review process. Following project approval, we continued supporting pre-construction planning activities, including design review, documentation updates, and preparation of Determinations of NEPA Adequacy (DNAs) and other compliance documents required to secure authorization for construction.

The project successfully completed the federal EIS process in just 19 months, helping advance one of Nevada’s significant utility-scale renewable energy developments toward construction.
