The Challenge

Chelan PUD needed to comply with Federal Energy Regulatory Commission licensing and Clean Water Act Section 401 certification for the Lake Chelan Dam hydroelectric project. The challenge involved improving habitat conditions in the Chelan River, evaluating its potential for salmon spawning, and meeting strict regulatory requirements. This required synthesizing a decade of fisheries and water quality data while coordinating with multiple agencies and stakeholders.

Our Solution

Spheros Environmental (formerly Four Peaks Environmental) provided technical and regulatory support, starting with evaluating feasible options for temperature improvements. We analyzed modeled and observed habitat data to interpret fish habitat use and operational impacts. Our team synthesized biological and water quality studies, supported stakeholder meetings, and prepared the Biological Objectives Status Report (BOSR). This comprehensive report was reviewed and approved by federal, state, and tribal agencies, enabling compliance with licensing and certification requirements.
