The Challenge

The Colorado Department of Transportation (CDOT) and Federal Highway Administration (FHWA) began an environmental study of the CDOT Interstate 270 (I-270) Corridor Improvements Project as part of the National Environmental Policy Act process in 2020. CDOT needed support to assess environmental impacts for their study, then for the Environmental Impact Statement (EIS) initiated in 2024, and for enhanced modeling and analysis required under Colorado Revised Statute 43-1-128, including analyses to address concerns about disproportionately impacted communities.

Our Solution

Spheros Environmental has supported CDOT’s environmental study of the I-270 project since 2022. In a collaborative process with CDOT and interagency representatives from FHWA and the U.S. Environmental Protection Agency, our scientists and transportation emissions and air quality experts developed and implemented methods for comprehensive modeling and analysis of air quality and greenhouse gas (GHG) impacts. Our team prepared the Air Quality Technical Report for the Draft EIS and the State Air Quality and GHG Technical Reports for CDOT. The reports were published for public comment in November 2025.
