The Challenge
The U.S. Army Corps of Engineers needed to monitor adult fish passage at multiple hydroelectric facilities across the Columbia and Snake Rivers. This effort required accurate enumeration of salmon, steelhead, shad, lamprey, and other species at 12 stations, while managing over 45 observers. The challenge included ensuring data accuracy, timely reporting, and upgrading the program to electronic data collection and delivery under tight timelines.
Our Solution
Spheros Environmental (formerly Four Peaks Environmental) assumed project management in 2019 and immediately staffed all stations within one month. We developed a new counting interface, near real-time data transmission architecture, and a cloud-based system for data aggregation and reporting. The system electronically delivers daily counts, provides live web access for managers, and ensures accuracy through a double-blind quality control process. We also implemented IT upgrades and comprehensive staff training before the initial season.

Results +What makes this unique
The fully implemented system improved efficiency, data quality, and accessibility, enabling near real-time reporting and streamlined compliance. Weekly reporting and quality control checks ensure program integrity and continuous improvement. This project demonstrates how advanced technology and rigorous processes can modernize a critical fisheries monitoring program, supporting sustainable hydropower operations across the Columbia Basin.
