The Challenge

Covia needed to expand rail infrastructure at one of the largest silica mines in the United States to increase production capacity. The project required complex environmental permitting under strict antidegradation standards, coordination with multiple regulatory agencies, and mitigation planning—all within a critical timeline. Severe weather events during stream sampling added further challenges to meeting permit deadlines.

Our Solution

Spheros Environmental (formerly Northwater) conducted a comprehensive baseline stream assessment, including water quality analysis, fish and macroinvertebrate sampling, habitat characterization, and groundwater evaluation. We developed a Quality Assurance Project Plan (QAPP), coordinated with the U.S. Army Corps of Engineers and Illinois EPA, and reviewed engineering plans to recommend a cost-effective stream relocation strategy. This approach secured timely regulatory approval and improved stream conditions despite weather-related delays.
