Basalt Water Conservancy District Water Supply Management

Basalt, Colorado

The Challenge

The Basalt Water Conservancy District (BWCD) was established to conserve, develop, and stabilize water supplies for users throughout Colorado’s Roaring Fork Valley. Today, the District operates a comprehensive water supply plan that provides thousands of residents with dependable legal water supplies.

Managing this system requires careful administration of domestic, municipal, and agricultural water rights, reservoir storage contracts, and individual water supply contracts. The District needed ongoing technical and data management support to maintain reliable legal water supplies for current users while planning for future contractees and meeting state reporting requirements.

Our Solution

Spheros Environmental provides ongoing water resources, engineering, and data management support to help BWCD maintain and administer its water supply program.

The team manages the District’s contractees through an extensive database that tracks each user, contracted water quantity, point of diversion, diversion schedule, and actual annual water use. This information supports annual reporting to the State Engineer and helps the District determine appropriate contract fees for individual users.

Spheros also conducts hydrologic and engineering investigations to support implementation and expansion of the District’s water supply program. In addition, the team maintains a geographic information systems (GIS) database that provides a spatial framework for managing and understanding the District’s water resources and contract information.

Through this combination of water resources expertise, technical analysis, and digital data management, Spheros helps the District administer a complex water supply portfolio that includes substantial domestic, municipal, and agricultural water rights as well as reservoir storage contracts for releases from Ruedi and Green Mountain Reservoirs.
